EVM Planning and EVM Tools Used to Improve Proposal Development
As we've said before, developing a proposal for a US Government Agency can be a very dynamic and often a chaotic process. In the rush to get the proposal out the door the basic planning processes are often forgotten.
Pinnacle has worked with clients using EVM Planning Processes and EVM tools to build better proposals and to optimize the transition to post Award project execution.
Being able to produce a high quality WBS, WBS dictionary, preliminary IMS, and integrate resources and costs into the WBS is essential during the proposal process. If you have these artifacts in tools like MS Project and Deltek Cobra, or Primavera P6 and Deltek Cobra you'll turn proposal revisions around faster and not muck it up along the way.
Using both EVM Planning processes and EVM tools, you can avoid a number of common problem:
- Slow response to client scope changes during the proposal
- Missing scope and missing costs
- Poor integration with Subcontractors
- A painful transition from Proposal to Program execution
Poor subcontractor plans have been a major source of risk in the US Government contracting space. Prime Contractors rarely seem to get this right. Scope, Budget, Risk and Contractual disputes with subs are common. EVM Planning processes can reduce this needless risk.
Proposals always require a WBS, Schedule and Integrated Costs. So does post Award Program execution. These seem to never match. If EVM Planning Processes and EVM Tools like MS Project and Deltek Cobra are used in the mad rush to build and Baseline, a plan can be much smoother and result in much higher quality EVM artifacts.
This speeds up starting a Program, and can minimize serious disconnects between the Client, the Prime and the Subs.
