Publication of The EIA-748D and The Changes Therein
During the NDIA Integrated Program Management Division (IPMD) Winter Meeting in Melbourne, FL, Randy Steeno of NDIA discussed the updates contained in the EIA-748, Revision D, which was published by SAE on January 8th, 2019.
The NDIA IPMD is the author of and steward for the EIA-748 Standard for Earned Value Management Systems. The IPMD is responsible for updating the standard at least once every 5 years with the standards bodies it works through, which is now SAE International.

What has changed?
In a nutshell, not much. There are still 32 guidelines and, other than some small grammatical changes, they pretty much say the same thing they always have. Some of the small changes mentioned were:
- 11 definitions were added or revised
- A graphic was added to show the relationship between WBS and OBS to identify control accounts
- An edit was made related to planning package conversions to now say “ensure planning packages are converted into work packages prior to the start of the planned work.” This change was made to allow mid-month conversions in support of Agile methodologies
- Language was added for material to include “purchased services” as some organizations treat purchased services as material rather than subcontract costs
The purpose of the Integrated Program Management Division (IPMD) is to lead the advancement of integrated program management through industry and government partnership.
