The New Integrated Program Management Report (IPMR) Data Item Description to Be Released Soon
A draft of this document was issued last fall and comments were solicited. Pinnacle consultants provided detailed comments and recommendations.
The government’s original plan was to formally issue the new DID in early May 2012. However, the comments were extensive and substantive enough that the release was pushed out. Currently, the IPMR DID is in final coordination; there are a few details that remain to be worked out. No new release date has been established, but Pinnacle has been told the hope is that it will be released by the end of June.
If you are not familiar with the IPMR DID, it combines and updates two DIDs:
- DI-MGMT-81466A – Contract Performance Report (CPR)
- DI-MGMT-81650 – Integrated Master Scheduled (IMS)
The intent of doing this is to increase cost and schedule integration. The new DID is largely consistent with the older DIDs it is combining. The significant differences are:
- The Integrated Master Schedule is now format 6 of the IPMR
Submittal
- Digital Data Submittal (UN/CEFACT) XML for all but format 5
- Data will be submitted at the control account level of detail for 1-4
- Staggered submittal dates: format 5 three working days after formats 1-4 & 6
- Earlier delivery dates: formats 1-4 & 6 are due 2 days earlier (10 working days after the close of the accounting period vs. 12 days); format 5, however is due one day later (13 working days)
- There is no proviso for negotiating a later submittal date as there was in the CPR DID (up to 17 working days)
- Format 5 required analysis limited to top15 for WBS analysis and top 5 for OBS analysis
- Format 5 includes an IMS discussion
- All reportable schedule variances must discuss float impact
